What is the LHSR?
The LHSR stands for Liberia Household Social Registry. It is a project at the Ministry of Gender, Children and Social Protection to ensure Liberia has a single data source for targeting and identifying beneficiaries for all Social Protection Programs. It is therefore a database of all Households who voluntarily take part in the Household Registration Exercise..
Is my household qualified to register?
Yes. All households are qualified and encouraged to register.
I have registered a number of times in various programs. Why are we being asked to register again?
The LHSR is an entirely new household registry that will enable all social protection Programs to access household data from one source. Once this is operational, this will be the only source of data for all Programs. It is important therefore that all households register during this exercise.
My household already benefits from a Social Protection Program (MGCSP Social Cash Transfer, School Feeding, Give Direct Cash transfer program etc). Do I need to register again?
Yes. This is a new exercise to create a single national registry where MGCSP Social Cash Transfer and all other Social Protection Programs such as Give Direct Cash transfer and other Programs will access household data for the purposes of selecting beneficiaries for their respective Programs.
How do I know when and where to register?
A Public Information Campaign which includes mass media communication (Radio, TV etc) as well as the use of local volunteers will be undertaken to inform communities of when the data collectors will come around to register households.
What information do I take with me to register?
You will provide information about yourself, other members of your household, and the type of house you live in, etc. Enumerators will use a set of standard questions which will apply to every household that is enumerated.
The head of the household will be required to answer all the questions on behalf of the household. Fingerprints will be taken from the head of the household plus all other members (16 years and above). The enumerators will also take photo of all household members who are 8 years old and above.
Will all households in the country be enumerated?
Every household in Liberia is encouraged to register. The purpose of the Project is to provide a database for Social Protection Programs. The ultimate focus of the project is therefore the poor and vulnerable; however every household is encouraged to register.
What do I do if I miss the registration in my community for any reason?
Through our Public Education, the mass media as well as local volunteers you will have information relating to when a mop up exercise will be conducted in your community. You will also have access to our toll-free call center to call for assistance.
How do I know when my community will be enumerated?
Public announcements will be made on Radio as well as through community focus persons from either your community or the nearby community. You may also have information through your local community leaders, district and county authorities.
The head of my household is unavailable during the registration period. What do I do?
In such a case, the household should select one person (either the wife/husband, elder brother or sister, Uncle or Aunty, Grandmother/father) who is a member of the household and well knowledgeable about the household. The person will be required to provide all the information available to him/her. Your head of house may provide additional information that you may not have, at a later stage through our Case Management Process.
I don’t live in this community. I am visiting relatives and will return to my house in a few months. Do I register here?
If you have lived in the community for at least six months out of a twelve month period, you qualify to register as part of the household.
I don’t live in this community but I am here most of the time. I work close by. Can I register here since it is convenient?
This is a household registration exercise. Therefore your registration is tied to your household. It is therefore recommended that you register with your household in the community where you reside.
What do I do when the Head of my Household passes away?
The LHSR Project has a comprehensive Case Management system to take care of any changes that occur in the household after the registration exercise. Should any change occur in your household therefore, please inform the Registry as soon as possible through the contact information provided.
Where is the LHSR Office Located?
The LHSR Head Office is located on the Bypass, the old Ministry of Gender, Children and Social Protection building in Monrovia.
