About Us
Liberia Social Safety Net Project
The Liberia Social Safety Nets Project was created to establish the key building blocks of a basic national safety net delivery system and provide income support to households who are both extremely poor and food insecure in the Republic of Liberia.
The project has three components. The first component is to strengthen the national social safety net system in order to improve efficiency, enhance capacity, and strengthen the national Social Safety Nets system in Liberia. This component finances the development of the Liberia Household Social Registry, defined as an information system that includes data as well as Management Information System functions, to transform that data according to basic business processes for delivering social assistance.
The second component is the cash transfers to extremely poor and food-insecure households. The objective of this component is to provide income support to about 10,000 (Due to additional financing the number of beneficiary households has grown to over 24,000) extremely poor and food-insecure households in Liberia through regular cash transfers and accompanying measures. This component will be implemented in the Bomi, Maryland, Grand Kru, and River Gee Counties. These counties have been selected because they have the highest rates of poverty and food insecurity in comparison to all other counties in Liberia.
Finally, the third component is project management and capacity building. The objective of this component is to finance project management and capacity building of the LSSNP implemented by the Ministry of Gender, Children, and Social Protection. The component will also strengthen coordination among safety net programs at the national and sub-national levels.

Yes. All households are qualified and encouraged to register.
The LHSR is an entirely new household registry that will enable all social protection Programs to access household data from one source. Once this is operational, this will be the only source of data for all Programs. It is important therefore that all households register during this exercise.
Yes. This is a new exercise to create a single national registry where MGCSP Social Cash Transfer and all other Social Protection Programs such as Give Direct Cash transfer and other Programs will access household data for the purposes of selecting beneficiaries for their respective Programs.
A Public Information Campaign which includes mass media communication (Radio, TV etc) as well as the use of local volunteers will be undertaken to inform communities of when the data collectors will come around to register households.
You will provide information about yourself, other members of your household, and the type of house you live in, etc. Enumerators will use a set of standard questions which will apply to every household that is enumerated.
The head of the household will be required to answer all the questions on behalf of the household. Fingerprints will be taken from the head of the household plus all other members (16 years and above). The enumerators will also take photo of all household members who are 8 years old and above.
Every household in Liberia is encouraged to register. The purpose of the Project is to provide a database for Social Protection Programs. The ultimate focus of the project is therefore the poor and vulnerable; however every household is encouraged to register.
Through our Public Education, the mass media as well as local volunteers you will have information relating to when a mop up exercise will be conducted in your community. You will also have access to our toll-free call center to call for assistance.
Public announcements will be made on Radio as well as through community focus persons from either your community or the nearby community. You may also have information through your local community leaders, district and county authorities.
In such a case, the household should select one person (either the wife/husband, elder brother or sister, Uncle or Aunty, Grandmother/father) who is a member of the household and well knowledgeable about the household. The person will be required to provide all the information available to him/her. Your head of house may provide additional information that you may not have, at a later stage through our Case Management Process.
If you have lived in the community for at least six months out of a twelve month period, you qualify to register as part of the household.
This is a household registration exercise. Therefore your registration is tied to your household. It is therefore recommended that you register with your household in the community where you reside.
The LHSR Project has a comprehensive Case Management system to take care of any changes that occur in the household after the registration exercise. Should any change occur in your household therefore, please inform the Registry as soon as possible through the contact information provided.
